The discussions center around the full implementation of the Clean Heat Act and a potential increase in taxes on heating fuels, which may lead to an increase of 60 cents per gallon or more.

State officials have projected that over the next decade, the Clean Heat Act could result in a $1 billion tax hike on heating fuel, while only delivering $477 million in benefits. Some lawmakers are still advocating for these new taxes despite concerns about their economic feasibility.

These proposals would add to existing financial burdens, including a current tax on heating fuel aimed at supporting low-income home weatherization improvements and an electric utility surcharge funding Efficiency Vermont. There is concern among some stakeholders that these mandates may not end with the current proposals.
