The Department of Public Service (Department) seeks to enter into a contract with one or more companies that can provide quantitative technical analysis of up to six scenarios – several of which remain to be defined through additional stakeholder input – for expanding Vermont’s current Renewable Energy Standard to 100% renewable or clean, relative to a Business-as-Usual baseline reflecting the current Renewable Energy Standard of 75% renewable by 2032, and supporting programs.

The analysis requires metrics by which to quantitatively evaluate the impacts of each scenario on affordability, renewability, emissions, grid requirements, and other environmental and economic outcomes. More information can be found in the Request for Proposals document.
